Actually, you do not need any tickets to get the visa. I have traveled to Russia multiple times and have always gotten my tickets AFTER getting my visa. You need to have an invitation letter either from the Russian tourist agency if you are coming on personal trip or from an individual. If you are coming on business, your letter will come from a company or organization inviting you.

When you get into the country you have to register your visa, that is if you are staying more than 2 days. Then you will need to provide info about where you are staying.

There are a lot of companies that sell visa as a service, but only official information is on the Russian embassy site. I have found many of these companies have erroneous or out of date info.

Here is the embassy site.

You definitely need to find an agency to send you an invitation... read up on all the requirements. It's not expensive, but you *should* try to stick to the itinerary they reserve for you as much as possible. Without some necessary stamps after you've arrived, it's possible you could be denied a visa to the country in the future.

You need to have tickets in and out of the country. You must also be invited by somebody residing in the country to get a visa, but you can pay a company to invite you.
