Unless you have a private jet or have way too much money, I would not try to price the flight that way. Your best bet is to fly from Houston to Kiev. You can do that via several airlines, you will have to probably use a US based partner if you use international airline to go accross atlantic. I think British Airways can take you to Kiev via London with just one stop. I am pretty sure Lufthansa and Air France go into Kiev as well.



Aerosvit is the local airline that can take you from Kiev to Lugansk or you can take the train. If you try to book your travel stright through the price will probably be double or triple compared to a flight to Kiev. If whomever you are going to see in Ukraine books the flight from there it will probably cost you less than $400 for that flight in the country. The train ticket will be a lot less as well.
